What Google actually says
Google’s link spam policy on buying and exchanging links names buying or selling links for ranking purposes and excessive link exchanges as spam, alongside a broader set of manipulative link practices.
This is not a grey area, and the risk lands on the business rather than on the agency. The practical problem is that paid placements leave a footprint across every client a vendor has ever sold to, which makes the pattern considerably easier to detect than the sales pitch suggests.
Where local links legitimately come from
The good news is that a local business in Washtenaw County has more genuine opportunities than most markets, and its competitors have usually taken almost none of them.
Memberships and associations. Chambers of commerce, trade bodies, business associations and professional registers publish member directories. These are legitimate, relevant, and usually already available to you.
Sponsorships with a real listing. Youth sports, community events, local arts programmes and school activities frequently list sponsors on a website. The link should be a by-product of a sponsorship you would defend on its own terms, not the reason for it.
Supplier and manufacturer directories. If you install or resell a brand, there is often a dealer locator or certified installer list you already qualify for and never registered on. This is the single most overlooked source we find, and it costs nothing.
Licensing and regulatory records. Where a trade is licensed, the public register is both a citation and a verification source.
Local press and community publications. Worth pursuing when something is genuinely newsworthy — a real expansion, a real hire, a real community contribution — and worth skipping entirely otherwise.

How the outreach is actually run

What we refuse to do
No paid guest posts on sites that publish anything for a fee. No private blog networks. No reciprocal link arrangements. No directory blasts. No links from sites in unrelated countries or industries.
We also will not pursue links to a page that does not deserve them. Pointing outreach at a thin service page wastes the link and the relationship. Where the target page is weak, we fix the page structure and content first.
The relationship with citations
Citations and links overlap and are not the same thing. A citation is a mention of your name, location and contact details; a link is a hyperlink passing a signal.
