Someone lands on your page, reads a bit, gets interrupted, and never comes back. That happens to the large majority of visits to a local service website, and the visitor is not uninterested — they were interested enough to arrive.
Retargeting reaches those people again. Because the audience is small and already qualified, it is usually the cheapest paid impression available.
The case for it, and the honest limits
The economics are good in principle. You have already paid to acquire the visit; reaching the same person again costs very little.
The limits are worth being straight about. Local audiences are small, so a retargeting campaign for a business with modest traffic may not have enough people to be worth running. Browser restrictions on third-party cookies and platform privacy changes have reduced reach compared with a few years ago. And retargeting cannot create demand — it only re-reaches people who already found you, so it is a multiplier on other channels rather than a channel of its own.
If your traffic is thin, the correct advice is to put the money into search campaigns or organic work first, and revisit this when there is an audience to retarget.
Segmentation is what makes it work
Undifferentiated retargeting shows a generic brand advert to everyone who visited. It performs poorly, and it is the version most small accounts run.
Useful segmentation is simple. Separate audiences by which service page someone viewed, so a person who read about one service does not receive a generic message about the business. Exclude anyone who already converted, because advertising to existing customers is both wasteful and slightly insulting. Exclude visitors who left within a few seconds, since they were not really visitors.
That leaves a small, genuinely interested audience, which is exactly what you want.
Windows and caps, set to the buying cycle
The window should match how people actually buy the service.
For urgent work, days. Somebody with an active problem has hired someone within seventy-two hours, and continuing to advertise to them after that is paying to remind a competitor’s customer of your name.
For considered purchases — replacements, remodels, anything people plan around — weeks are justified, because the decision genuinely takes that long.
Frequency caps matter more locally than nationally. In a small audience, an uncapped campaign delivers the same advert to the same person over and over, which converts interest into irritation. We cap tightly and monitor it.
Creative that references the actual visit
The advert should relate to what the person looked at. Someone who read a page about one service should see something about that service, not a general brand message.
Where the advert leads matters as much as what it says. Sending a retargeted click back to the homepage discards the context that made the audience valuable. It should return to the relevant page or a purpose-built landing page, which is landing page work.
That page also has to load. Google’s loading thresholds call for a largest contentful paint within 2.5 seconds, and a slow page loses a meaningful share of clicks you have paid for twice.
Measurement, and the attribution problem
Retargeting is the channel most likely to take credit for conversions that would have happened anyway. Someone who was going to call you may click a retargeting advert on the way.
We watch it with that in mind: comparing performance across periods when it runs and does not, and treating a suspiciously excellent return as a sign of over-attribution rather than as success. Retargeting that appears to be your best-performing channel usually is not.
